彭立发在2022年10月13日中国仍在疫情严控之时，在北京四通桥挂出了两条长横幅——「不要核酸要吃饭！不要封锁要自由！不要谎言要尊严！不要文革要改革！不要领袖要选票！不做奴才做公民！」；「罢课罢工罢免独裁国贼习近平」，为去年白纸运动揭开序幕，但彭立发被迅速拘捕后至今仍下落不明。
8月18日上午，吉林网友张玉红女士从白城坐出租车去黑龙江省泰来县宁姜蒙古族乡，准备看望自北京四通桥事件后就失联的勇士彭立发的家人。
上午9点左右，出租车刚进入宁姜乡地界，被一位不明身份的白衣男子拦截，自称要为车辆领路，先后至少有六人参与了此次拦截，其中仅一人向张女士出示了警官证（卞志鹏，泰来县公安局，警号036060），卞志鹏的借口是「有保密的特殊警务，排查外来车辆」。网上资料显示卞志鹏在2021年的职务为泰来县第一派出所副所长。
10点左右张女士被卞志鹏等人带到泰来县公安局宁姜派出所并失去手机联系。
直至8月20日， 张玉红女士据悉安全离开。四通桥事件后十个月，中共还如此如临大敌，戒备森严，显示这个没有合法性政权的恐惧，也证实彭立发老家是黑龙江省泰来县宁姜乡勤俭村。

On October 13, 2022, when the whole of China was still under strict pandemic restrictions, Peng Lifa hung two long banners on the Sitong Bridge in Beijing. The banners read "We don't want nucleic acid testing, we want food to eat; we don't want lockdowns, we want freedom; we don't want lies, we want dignity; we don't want Cultural Revolution, we want reform; we don't want leaders, we want elections; we don't want to be slaves, we want to be citizens” and “Go on strike at school and work, remove dictator and national traitor Xi Jinping!” Peng’s whereabouts are still unknown.
On the morning of August 18, Ms. Zhang, a Jilin netizen, took a taxi from Baicheng to Ningjiang Mongolian Township of Tailai County in Heilongjiang Province.
At around 9.00am, while the taxi had just entered the boundary of Ningjiang Township, it was blocked by an unidentified man in a white shirt who claimed to lead the way for the vehicle. At least six people participated in the blockage, and only one of them showed Ms. Zhang a police officer card which showed that he was Bian Zhipeng from Tailai County Public Security Bureau (police number 036060). Bian's excuse was that he had "secret special police work to check vehicles." According to information online, in 2021 Bian Zhipeng was the deputy superintendent of Tailai County No. 1 Police Station.
At around 10.00am, Ms. Zhang was taken to Ningjiang Police Station of Tailai County Public Security Bureau by Bian and others, and then could not be reached via her mobile phone.
It was only on August 20 that Ms. Zhang was reported to have left safely. The fact that the authorities are still doing this to an ordinary citizen like Ms. Zhang ten months after the Sitong Bridge incident proves that the CPC is still fearful of what happened and is on the lookout for any similar incidents. In addition, it also proves that Peng Lifa's hometown is Qinjian Village, Ningjiang Township, Tailai County, Heilongjiang Province.
